If an insurer knowingly fails to comply with or violates any rule, regulation, or order of the Commissioner, the Commissioner may:

 Place an insurer under administrative supervision

 Levy a fine not to exceed $7,500 per offense

 Place an insurer on double secret probation

 All of the above
